Olivia Paul
Founder & Executive Director
Olivia Paul is a conflict transformation scholar, ordained minister, and doctoral student in the Practice of Reconciliation at Kairos University. A recipient of the PEO International Peace Scholarship, she completed her master’s degree in Conflict Transformation at Eastern Mennonite University — one of the leading institutions in restorative justice and peacebuilding. She founded GARPPC out of a deep conviction that justice should not only just punish — it should repair harm, restore relationships, and rebuild lives. With years of experience in community advocacy, restorative practice, and faith-based ministry, Olivia is committed to building organizations that serve the most vulnerable with dignity and purpose.
Olivia Paul

As a co-founder and the driving force behind the organization, Olivia is committed to shaping justice systems that heal rather than harm. With a background in Conflict Transformation, advocacy, grants management, faith-based leadership, and policy reform, she has been a catalyst for change in justice, immigration support, and family restoration.
Role & Responsibilities:

Fabienne Raymond
Co-Founder & Director of Operations
Fabienne Raymond holds a bachelor’s degree in Law and brings more than ten years of experience in programming with the United Nations. Her background in international program coordination, legal frameworks, and policy operations makes her an invaluable partner in GARPPC’s work. Fabienne is committed to ensuring that GARPPC’s programs are organized, accountable, and built to last.

With a deep understanding of legal frameworks, policy advocacy, and justice reform, Fabienne is key in driving legislative change and public engagement. Their work focuses on pushing for alternatives to incarceration, promoting restorative dialogue, and ensuring policies reflect accountability with dignity.
Role & Responsibilities:

✔️ Engaging with lawmakers, legal professionals, and justice advocates.
✔️ Researching and recommending policy solutions for justice reform.
✔️ Leading educational campaigns to inform communities about restorative practices.
